McCarville points to this increasingly comprehensive legislative regulation on recycled waste to underscore the importance of the technology-based bin management. “That’s been driven home all the more due to the economic downturn, which has made it imperative that both business and government analyze what they’re paying for and what they’re getting,” he says. “Are they paying for a milk run every time a collection vehicle goes to make a pickup at a waste materials collection bin only to find it half empty?”
